La Banque du Canada, prêteur de dernier ressort
La Banque du Canada constitue pour le système financier du pays la source ultime de liquidités en monnaie nationale. Elle a donc la capacité unique de générer des créances en dollars canadiens sur la banque centrale et le pouvoir de consentir des prêts ou des avances garantis à des banques commerciales et à d'autres membres de l'Association canadienne des paiements. Dans le cadre du mécanisme permanent d'octroi de liquidités, la Banque accorde régulièrement des crédits à un jour aux institutions qui participent directement au système de transfert des paiements de grande valeur; elle peut également fournir une aide d'urgence aux institutions de dépôt solvables qui ont besoin de crédits plus importants pour une période prolongée. Les auteurs examinent la politique qui régit la fonction de prêteur de dernier ressort de la Banque, de même que les principaux enjeux liés au mécanisme permanent d'octroi de liquidités et à l'aide d'urgence qui est offerte, les modalités dont sont assortis ces deux types de prêts et leurs critères d'admissibilité. L'article traite aussi des prêts d'urgence en monnaies étrangères, de la relation entre le mécanisme permanent d'octroi de liquidités et l'aide d'urgence, du risque systémique et de l'intervention de la Banque du Canada ainsi que du genre de situation où des liquidités pourraient être consenties aux principaux systèmes de compensation et de règlement. -

Employment Effects Of Nominal-Wage Rigidity: An Examination Using Wage-Settlements Data
Ceux qui invoquent l'hypothèse de rigidité à la baisse des salaires nominaux pour préconiser le maintien d'un taux d'inflation modéré fondent leur argumentation sur la présence et le degré de rigidité des salaires nominaux ainsi que sur les effets négatifs d'une telle rigidité sur le marché du travail. L'auteur de l'étude résumée ici s'attache tout particulièrement à l'incidence de la rigidité des salaires nominaux sur l'emploi. -

Revue du système financier : Évaluation des vulnérabilités et des risques — juin 2018
Dans la présente livraison de la Revue du système financier, la Banque du Canada met en évidence que l’endettement élevé des ménages et les déséquilibres sur le marché du logement demeurent les principales vulnérabilités. Ces vulnérabilités demeurent certes élevées, mais les mesures prises continuent de rendre le système financier plus résilient. La troisième vulnérabilité mentionnée dans la Revue concerne l’incidence des cyberattaques sur un système financier interconnecté. -

News-Driven International Credit Cycles
Cette étude examine, au moyen d’un modèle d’économie ouverte avec un secteur bancaire, l’incidence de nouvelles informations positives sur les valeurs futures d’actifs lorsque ces annonces ne se concrétisent pas entièrement. Ce modèle reproduit les évolutions du crédit bancaire et la dynamique de la balance courante en Espagne entre 2000 et 2010. D’après ce modèle, les politiques non traditionnelles entraînent une contraction plus modérée. -
Blockchain-Based Settlement for Asset Trading
Est-il possible de procéder au règlement de titres dans une chaîne de blocs? Dans l’affirmative, quels sont les avantages de la chaîne par rapport aux systèmes de règlement existants? Nous étudions une chaîne de blocs qui assure la livraison contre paiement en liant les transferts d’actifs aux paiements et dont le fonctionnement repose sur un protocole de preuve de travail. La section « Rapports » de la Revue du système financier aborde des questions intéressant les systèmes financiers canadien et mondial.
