Sous le signe de la crédibilité et de la souplesse : l'évolution des régimes de cibles d'inflation de 1990 à 2006
L'auteur fait d'abord un survol des régimes de cibles d'inflation adoptés dans un large ensemble de pays, puis il se penche sur les modifications apportées à leur conception au long de leurs quinze années d'existence. Il traite aussi du rôle des objectifs et des fourchettes chiffrés, de l'horizon visé pour la politique monétaire, des dispositifs institutionnels ainsi que des stratégies de communication, notamment de la publication de prévisions. Le degré de souplesse des régimes est un thème récurrent. Paulin conclut que les changements apportés à ceux-ci ont été relativement modestes, mais que, conjugués à la crédibilité accrue que les banques centrales se sont acquise en atteignant leurs cibles de maîtrise de l'inflation, ils ont permis une réaction de plus en plus modulée aux chocs économiques.
