Evaluating the Effects of Forward Guidance and Large-scale Asset Purchases
Je propose une nouvelle méthode pour déterminer et estimer séparément les effets macroéconomiques des indications prospectives et des achats massifs d’actifs lors de chaque annonce du Comité de l’open market de la Réserve fédérale. Je constate que les achats massifs d’actifs ont davantage d’effet sur la production et l’inflation que les indications prospectives. Comme ces achats exercent des pressions haussières sur les rendements à court terme, le recours à cette politique devrait toujours être assorti d’indications prospectives. -

Les fluctuations à moyen terme des prix des maisons au Canada
L’article s’appuie sur la théorie et des travaux empiriques pour étudier un certain nombre de facteurs qui contribuent à expliquer les variations des prix des maisons au Canada. Peterson et Zheng analysent d’abord brièvement l’évolution de ces prix au moyen de données régionales afin de mettre en lumière les variables qui influent sur les prix dans le long terme. Puis, ils passent au sujet central de leur étude, soit l’incapacité des facteurs de long terme à rendre compte de la totalité des mouvements à moyen terme des prix du logement. S’inspirant de récents travaux réalisés à la Banque du Canada, les auteurs examinent plusieurs déterminants de ces mouvements, dont les taux d’intérêt, les plus-values anticipées et la liquidité du marché du logement. Ils proposent, en conclusion, des pistes de recherche susceptibles d’aider à mieux comprendre la dynamique du prix des maisons. -

Les auteurs procèdent à une analyse empirique des facteurs qui ont poussé les pays émergents à assouplir leurs restrictions sur les sorties de capitaux ces dernières décennies. La libéralisation des flux sortants est un moyen pour les économies de marché émergentes de réduire la pression des entrées nettes de capitaux, mais elle prive l’État des recettes fiscales générées par la répression des flux financiers transfrontières. -
An Investigation into the Effects of Border Carbon Adjustments on the Canadian Economy
Nous étudions les conséquences économiques des ajustements carbone aux frontières pour le Canada. Nous constatons que ces mesures, qui prennent la forme de droits de douane, réduisent les fuites de carbone du Canada et améliorent sa compétitivité lorsque le pays fait partie d’une vaste coalition qui les met en œuvre. Le bien-être augmente également si les recettes douanières sont transférées aux ménages. -
The Role of the International Monetary Fund in the Post-Crisis World
Le Fonds monétaire international (FMI ou Fonds) a connu une série de réformes et de changements d’orientation importants dans la foulée de la crise financière mondiale. Le fait le plus notable a été la ratification par les élus américains d’un amendement en décembre 2015, dont l’approbation avait été longtemps retardée et qui vise à renforcer la représentation des pays en développement au sein des organes de gouvernance du Fonds. -
Labour Share Fluctuations in Emerging Markets: The Role of the Cost of Borrowing
Cette étude vient enrichir le corpus de recherche, l’auteur y mettant en évidence les variations de la part du travail dans le revenu des facteurs de production (la « part du travail ») au sein des économies émergentes et avançant une explication de cette variabilité. Les séries chronologiques montrent qu’à cet égard, les marchés émergents et les économies avancées ne connaissent pas les mêmes variations au cours du cycle économique. -
Macroprudential Rules and Monetary Policy when Financial Frictions Matter
Les auteurs examinent les interactions entre la politique monétaire et la politique macroprudentielle ainsi que la question de savoir si les autorités doivent réagir aux déséquilibres financiers. Pour ce faire, ils construisent un modèle d’équilibre général dynamique où les marchés financiers sont soumis à des frictions et qui englobe des chocs tant financiers que macroéconomiques. -

L'enquête de la Banque du Canada sur les perspectives des entreprises
Depuis l'automne 1997, les bureaux régionaux de la Banque du Canada mènent chaque trimestre une enquête auprès d'entreprises d'un bout à l'autre du pays. Afin que l'information recueillie puisse alimenter le processus menant aux décisions de politique monétaire, le moment où les consultations ont lieu est déterminé par le calendrier arrêté pour l'annonce de ces décisions. L'enquête s'appuie sur un questionnaire auquel répondent un groupe d'une centaine d'entreprises dont la composition par région, secteur d'activité et taille reflète celle de l'économie canadienne. Dans cet article, l'auteure décrit le processus de consultation et le questionnaire utilisés et évalue de façon préliminaire les données recueillies lors des entrevues. Elle présente également des graphiques et des tableaux de corrélation illustrant les réponses fournies aux principales questions de l'enquête. -

En 2010, la reprise économique s’est solidement enracinée. Le Rapport annuel de la Banque renferme un message du gouverneur, un aperçu des principales réalisations de l’année, une description de la gouvernance de l’institution, les états financiers ainsi qu’une analyse des résultats financiers.
