L'évolution récente : une mise à jour de l'analyse présentée dans le Rapport sur la politique monétaire
Faits saillants * En dépit de certaines incertitudes qui persistent sur la scène internationale, l'évolution survenue depuis la sortie, en mai, du Rapport sur la politique monétaire renforce les pronostics concernant l'économie mondiale et le Canada. * Le rythme de croissance de l'activité économique au Canada semble en bonne voie d'atteindre la limite supérieure de la plage de 2 3/4 à 3 3/4 % citée dans la livraison de mai du Rapport. * On s'attend toujours à ce que l'inflation tendancielle s'inscrive en hausse mais qu'elle demeure dans la moitié inférieure de la fourchette de 1 à 3 % visée par la Banque. Les données reçues depuis le début juillet, au moment où nous terminions la mise à jour de l'analyse présentée dans le Rapport de mai, continuent d'indiquer une amélioration des perspectives de l'économie mondiale et de l'économie canadienne. Néanmoins, il importe de ne pas perdre de vue les incertitudes qui règnent toujours sur la scène internationale. Au Japon, certains signes donnent à penser que l'économie est en train de sortir de son marasme. En Europe, on s'attend de plus en plus à ce que le rythme de l'activité économique s'accélère au fil des prochains mois. La situation économique et financière reste généralement bonne dans les économies à marché émergent de l'Asie du Sud-Est et de l'Amérique latine où de saines politiques intérieures sont appliquées avec vigueur. Aux États-Unis, le PIB en termes réels a crû de 2,3 % au deuxième trimestre selon les estimations, ce qui est inférieur à la plupart des prévisions. Toutefois, une part importante du ralentissement est imputable à une correction majeure du niveau des stocks. La croissance de la demande intérieure finale en termes réels a également décéléré, mais elle demeure vigoureuse et frôle les 4 %, après avoir dépassé les 6 % durant les deux trimestres précédents. Dans l'ensemble, l'économie américaine continue de tourner à un régime élevé, ce qui avive les craintes d'une résurgence des pressions inflationnistes. L'augmentation des prix au détail et à la production semble bien contenue, mais les marchés du travail sont tendus — l'emploi a fortement progressé en juillet — et on commence à observer des signes de pressions à la hausse sur les coûts, reflétant la montée des taux de rémunération de la main-d'oeuvre et l'essoufflement de la croissance de la productivité. Au Canada, les indicateurs de la progression de la demande intérieure comme les chiffres concernant le commerce de gros et de détail, les ventes de véhicules automobiles, l'activité sur le marché du logement, les importations et les projets d'investissement des entreprises témoignent d'une expansion robuste de l'activité au cours du printemps et au début de l'été. Après s'être très vivement accrues durant plusieurs trimestres, les exportations demeurent élevées, et les données relatives à la production de l'ensemble de l'économie (p. ex. le PIB mensuel au coût des facteurs) pour le mois de mai indiquent également une croissance soutenue. De plus, les cours mondiaux des produits de base ont remonté encore un peu récemment, ce qui contribue à alimenter l'activité dans le secteur des ressources naturelles. Les prix de certaines des principales matières premières que produit le Canada (en particulier les produits énergétiques et les métaux communs) sont justement ceux qui ont connu les hausses les plus rapides. De plus, de nouveaux gains ont été réalisés au chapitre de l'emploi en juillet, comme prévu, notamment en ce qui concerne les emplois salariés à plein temps. Selon les dernières données, le PIB réel se serait accru de 3 1/2 % environ (en taux annuel) au second trimestre, ce qui est conforme en gros aux attentes formulées en juillet, au moment où nous terminions la mise à jour du Rapport de mai. Le taux d'augmentation sur douze mois de l'indice de référence (IPC hors alimentation, énergie et effet des modifications des impôts indirects) s'est inscrit en hausse, pour s'établir à 1,7 % en juin. Comme cela a été le cas au cours des deux mois précédents, la hausse observée en juin a été légèrement supérieure aux prévisions, ce qui tient notamment au fait que la dépréciation antérieure du taux de change s'est répercutée plus rapidement sur les prix au détail. Toutefois, étant donné qu'il subsiste des capacités de production excédentaires, on s'attend à ce que l'inflation mesurée par l'indice de référence reste voisine du niveau actuel — soit au-dessous du point médian de la fourchette de 1 à 3 % visée par la Banque — durant le reste de l'année 1999. L'incertitude que soulèvent les pressions inflationnistes aux États-Unis et les répercussions que cela pourrait avoir sur l'orientation de la politique monétaire dans ce pays, ainsi que les déplacements de capitaux qui se sont opérés entre portefeuilles de placements internationaux à la faveur de l'amélioration de la conjoncture dans les pays d'outre-mer, se sont traduits par d'importants mouvements sur les marchés financiers au cours des dernières semaines. En juillet, le dollar É.-U. a reculé de façon marquée par rapport au yen et à l'euro. Durant la majeure partie de ce mois, le dollar canadien s'est déprécié vis-à-vis de la devise américaine, mais il s'est raffermi récemment sous l'effet du bas niveau de l'inflation au pays, du rythme d'expansion robuste de l'économie canadienne et de la remontée des cours mondiaux des produits de base. Pour toute la gamme des échéances, les taux d'intérêt canadiens sont demeurés inférieurs aux taux américains correspondants, mais les écarts entre eux se sont rétrécis depuis le début de juillet. -
