Dans cette livraison, les chercheurs de la Banque s’intéressent à la dynamique de l’inflation et à l’évolution du commerce mondial après la crise financière de 2007–2009. D’autres thèmes sont également traités, que ce soit le remodelage de la gouvernance et de la réglementation du système canadien de paiement ou la nature des services bancaires offerts par la Banque du Canada. Enfin, les résultats de l’enquête de 2013 sur les modes de paiement sont présentés. -

Jusqu’à tout récemment, peu d’efforts étaient consacrés à l’évaluation systématique des différents types de défauts souverains ainsi qu’au calcul de la valeur nominale globale des engagements qu’ils représentent. Afin de remédier à cette lacune, le groupe chargé de la notation du crédit de la Banque du Canada a développé une base de données exhaustive de défauts souverains. -

La fragmentation des marchés boursiers canadiens
À la faveur des changements technologiques et réglementaires qui se sont produits ces dernières années, les places de négociation des actions se sont multipliées au Canada. La concurrence sur les prix et l’innovation s’en sont trouvées améliorées, sans que l’on ait à déplorer, à première vue, de segmentation de l’activité de négociation. Toutefois, en se complexifiant, la structure des marchés a obligé les participants à réaliser des investissements onéreux en technologies, et de nouveaux risques opérationnels ont vu le jour. La réglementation devra donc être adaptée avec soin si l’on veut conserver les avantages que la fragmentation des marchés confère sur les plans de la concurrence et de l’innovation. -

Comment les marchés canadiens de capitaux se comparent-ils aux autres?
Dans une allocution prononcée dernièrement, la sous-gouverneure Sheryl Kennedy évalue l'efficience relative des marchés canadiens de capitaux dans une optique mondiale. Elle passe en revue la tenue récente de ces marchés au regard des trois aspects de l'efficience — les aspects allocatif, opérationnel et informationnel — et souligne que le degré d'efficience allocative d'un marché est fonction de son degré d'efficience informationnelle et opérationnelle. Pour évaluer l'efficience allocative, Mme Kennedy examine la taille et la complétude des marchés canadiens ainsi que la facilité d'accès au financement. Elle aborde la question de l'efficience opérationnelle des marchés sous l'angle de leur liquidité et de la compétitivité des coûts de transaction. Enfin, elle se penche sur la transparence et l'intégrité des marchés au Canada afin de déterminer leur efficience informationnelle. Le tableau brossé par Mme Kennedy fournit des indications sur la façon dont les marchés canadiens peuvent continuer d'accroître leur efficience et demeurer concurrentiels.
