Nos constats mettent en évidence la vulnérabilité financière accrue des ménages à faible revenu aux chocs environnementaux et la nécessité d’élaborer des politiques ciblées. -

L’analyse des mégadonnées : un nouveau domaine à explorer
Pour formuler la politique monétaire, la Banque du Canada s’appuie sur l’analyse d’un vaste ensemble de données économiques. Disposer plus facilement d’une information à jour et détaillée améliorerait la prise de décisions économiques en temps réel. Les progrès de la technologie ont rendu possible l’exploitation de quantités massives de données, les « mégadonnées », obtenues à partir des transactions commerciales, des médias sociaux et des ordinateurs en réseau. Les mégadonnées pourraient complémenter les sources traditionnelles d’informations, et fournir ainsi un nouvel éclairage aux fins du suivi de l’activité économique et de l’inflation. -

L'évolution de l'activité bancaire au Canada
Les activités des banques canadiennes se sont considérablement modifiées au cours des trente dernières années. La ligne de démarcation qui existait entre celles-ci et les autres institutions financières s'est estompée sous l'effet conjugué des progrès de la technologie de l'information, des changements législatifs et des forces du marché. Cette évolution a permis aux banques d'offrir un éventail beaucoup plus vaste de produits et de services. Dans cet article, l'auteur examine l'essor des opérations des banques sur le marché des prêts aux ménages au cours de la période sous revue et la percée qu'elles ont faite récemment dans le domaine de la gestion de la richesse personnelle. Certes, ces tendances ont été facilitées par des changements d'ordre législatif, mais elles reflètent également l'évolution des besoins des « baby-boomers », hier acheteurs de logements et, aujourd'hui, investisseurs dans la force de l'âge. Du côté des services commerciaux et des services aux entreprises, les banques ont réagi à l'expansion rapide des marchés financiers (et à la contraction de la demande de services d'intermédiation à la fois par les prêteurs ou les déposants et par les emprunteurs) en offrant des services de placement, après que des changements législatifs les y eurent autorisées à la fin des années 80. Elles ont également utilisé leur savoir-faire en matière d'évaluation du crédit et de gestion du risque pour fournir des garanties à l'appui d'accords de crédit et prendre des positions de contrepartiste et d'intermédiaire sur les marchés des produits dérivés. Un élément marquant de l'élargissement du champ d'action des banques est leur entrée, plus récente, sur les marchés des services fiduciaires, des fonds mutuels et du courtage de détail. Les banques ont également fait quelques percées dans le domaine de l'assurance. L'expansion des activités hors bilan a eu pour effet que la part des recettes tirées des droits et commissions dans les revenus des banques a augmenté. L'auteur fait également un survol des nouveaux outils et des techniques naissantes qui sont susceptibles de façonner la banque de demain. -
BoC–BoE Sovereign Default Database: Methodology and Assumptions
En 2014 la Banque du Canada a développé une base de données exhaustive de défauts souverains en partenariat avec la Banque d’Angleterre. La base de données, qui se trouve sur le site Internet de la Banque du Canada, est mise à jour annuellement et repose sur des ensembles de données publiées par diverses sources, publiques et privées. Elle permet de produire, à partir de ces données et de nouvelles informations, des estimations complètes du montant des engagements financiers étatiques en situation de défaut. -
An Evaluation of Core Inflation Measures
L'auteure évalue statistiquement diverses mesures de l'inflation fondamentale au Canada au regard de trois critères : absence de biais, faible variabilité par rapport à l'inflation globale (mesurée par l'indice des prix à la consommation [IPC] global) et capacité de prévision de l'évolution effective et tendancielle de l'inflation globale. -

Les dernières années ont vu renaître un intérêt pour la réglementation des marchés interbancaires. Une revue de la littérature sur ce sujet souligne deux lacunes. D’abord, la plupart des auteurs se basent sur des hypothèses ad hoc quant à l’univers des contrats du marché interbancaire. Par conséquent, il est difficile de tirer des conclusions convaincantes pour la formulation des politiques.
