Le taux de change et la poursuite d'une cible d'inflation au Canada
Un taux de change flottant pouvant s'ajuster librement aux chocs qui frappent les économies canadienne et mondiale constitue une composante essentielle du cadre de maîtrise de l'inflation de la Banque du Canada. Ce taux de change joue un rôle important dans le mécanisme de transmission de la politique monétaire. D'un point de vue pratique, il est intéressant de se demander comment la Banque intègre les fluctuations du taux de change dans le processus décisionnel relatif à la conduite de la politique monétaire. C'est seulement après avoir établi la cause et le degré de persistance d'une variation du taux de change, ainsi que son effet net probable sur la demande globale, que la Banque peut déterminer la mesure de politique monétaire à appliquer pour garder l'inflation à un niveau bas, stable et prévisible. Ragan se penche sur la nécessité de poursuivre des cibles d'inflation et sur le mécanisme de transmission de la politique monétaire, y compris sur le rôle du taux de change, avant de décrire deux catégories de variations du taux de change et leurs implications pour la politique monétaire.
