La croissance de la productivité canadienne au cours de la dernière décennie : les résultats de la recherche récente
L'auteur examine l'évolution de la productivité des travailleurs canadiens depuis le milieu des années 1990, en prenant celle des travailleurs américains pour point de comparaison. Durant cette période, la croissance tendancielle de la productivité est demeurée modeste au Canada, alors qu'elle a affiché un fort dynamisme aux États-Unis. Parmi les causes possibles de la progression moindre de la productivité au Canada figurent le volume inférieur des investissements dans les technologies de l'information et des communications, les coûts d'ajustement qu'aurait occasionnés la réaffectation des ressources entre secteurs par suite d'importantes fluctuations des prix relatifs et la faiblesse de la demande d'innovation. -

Les opérations de financement des provinces et de leurs entreprises
Dans cet article, l'auteur examine les changements survenus dans la composition des crédits que les gouvernements provinciaux et leurs entreprises ont obtenus au cours des années 90. Des besoins de financement accrus conjugués à l'amenuisement des sources de financement hors marché telles que le Régime de pensions du Canada ont amené les gouvernements provinciaux et leurs entreprises à élargir et à diversifier leurs programmes de gestion de la dette. En particulier, ces derniers ont accentué leur présence sur les marchés obligataires étrangers, augmenté leurs émissions de titres à taux flottants et incorporé une foule de nouveaux instruments à leurs programmes d'emprunt dans le but de réduire leurs coûts de financement et de limiter les risques liés à l'émission de titres de dette. Ainsi, la composition des crédits qu'ils ont obtenus au cours des années 90 diffère sensiblement de celle de la décennie précédente : entre 1990 et 1995, les provinces et leurs entreprises ont comblé leurs besoins de financement en recourant presque entièrement aux émissions de titres négociables et la proportion de l'ensemble du financement net représentée par les nouvelles émissions de titres libellés en devises étrangères s'est chiffrée à près de 50 % en moyenne; entre 1980 et 1989, par contre, les sources de financement hors marché avaient permis de recueillir près de 30 % des fonds et la proportion de l'ensemble du financement net représentée par les nouvelles émissions en devises avait été inférieure à 20 %. -

Dans ce document de travail, je me penche sur le subventionnement optimal des études postsecondaires dans un contexte marqué par une répartition inégale des transferts parentaux dans la population étudiante et par l’absence de dossiers publics vérifiables à ce sujet. Je rends d’abord compte de la disparité considérable des transferts parentaux chez les étudiants américains provenant de familles aux ressources similaires.
