Revue de la Banque du Canada - Automne 2011
Cette livraison renferme quatre articles où sont décrites les recherches et les analyses du personnel de la Banque. Le premier traite de la réforme du système monétaire international; le second, du rôle de la politique suivie par la banque centrale en matière de garanties et de décotes dans le cadre de ses activités de prêt; et le troisième, du recours à une analyse en composantes principales pour extraire les éléments d’information communs aux indicateurs de l’enquête sur les perspectives des entreprises. Le dernier article passe en revue divers travaux consacrés à la modélisation de la contrefaçon des billets de banque. -

La présente livraison traite du prochain renouvellement de la cible de maîtrise de l’inflation du Canada. Les chercheurs de la Banque se penchent sur l’estimation de la valeur plancher du taux directeur au pays. Ils analysent également la rigidité à la baisse des salaires nominaux et se demandent si son existence justifie le relèvement de la cible d’inflation. Le troisième article retrace l’expérience de banques centrales dans le monde qui ont eu recours à des politiques monétaires non traditionnelles. Le dernier article présente les cadres de conduite de la politique monétaire adoptés par dix économies avancées. -

Banking Regulation and Market Making
Dans notre étude, nous modélisons la réaction des maisons de courtage aux exigences réglementaires relatives aux fonds propres, aux positions et aux liquidités, comme celles du dispositif de Bâle III. Nous montrons que si les prix des actifs sont davantage touchés, les écarts entre les cours acheteur-vendeur ne changent pas et les volumes des opérations peuvent même augmenter. -

Compte rendu des progrès réalisés par la Banque dans ses travaux exploratoires sur deux voies d’amélioration possibles du cadre de maîtrise de l’inflation existant : 1) la réduction du taux d’inflation visé; 2) l’adoption d’un régime ciblant le niveau des prix plutôt que le taux d’inflation; revue des arguments avancés en faveur ou à l’encontre de l’adoption d’une cible basée sur le niveau des prix et dans laquelle les coûts et les avantages de la poursuite d’une cible de ce type par rapport à une cible d’inflation sont mis en évidence; évaluation des mérites de la poursuite d’une cible fondée sur le niveau des prix par rapport à un régime de cibles d’inflation sous l’angle du risque de réévaluation des dettes; analyse des effets de redristribution de la richesse au Canada qu’entraîne l’inflation non anticipée. -

Nous utilisons des données appariées entre les employeurs et les employés canadiens couvrant une période de quatre décennies pour étudier l’évolution des inégalités et de la dynamique des revenus individuels au fil du temps au Canada. Nous examinons aussi la relation entre la croissance de la rémunération des travailleurs et celle des entreprises qui les emploient.
