L’on examine comment, en contexte de taux d’intérêt nul ou presque nul, différents régimes de politique monétaire pourraient aider à atténuer le risque que le taux directeur se heurte à la borne du zéro et à réduire les coûts économiques que cela engendrerait; passage en revue des résultats des recherches que la Banque du Canada a récemment consacrées à l’étude des mérites respectifs d’un régime axé sur une cible d’inflation et de la poursuite d’une cible de niveau des prix dans une petite économie ouverte; réflexion sur le rôle de la politique monétaire pour freiner l’accumulation de déséquilibres financiers; résumé du colloque « Nouveaux horizons dans la formulation de la politique monétaire ».
Le présent document explique la nature des taux d’intérêt sur le marché des fonds fédéraux aux États-Unis après la crise financière de 2007-2009. Nous construisons un modèle du marché hors cote qui intègre de nouveaux aspects du système financier : abondance de liquidités, normes réglementaires variées applicables aux banques et possibilités d’arbitrage créées par l’accès limité au mécanisme octroyant des intérêts sur les réserves excédentaires.
Cette livraison renferme trois articles : le premier fait le point sur la coordination des politiques macroéconomiques à l’échelle internationale depuis la crise financière mondiale, le second analyse la reprise de l’économie américaine au sortir de la Grande Récession et le troisième est un résumé du colloque annuel tenu par la Banque en octobre 2012 sur l’intermédiation et les vulnérabilités financières.
Les auteurs analysent l’incidence des effets de réseau sur la concurrence au sein du jeune marché des cryptomonnaies. Pour ce faire, ils examinent l’évolution des taux de change entre les cryptomonnaies au fil du temps.
Au cours de la dernière année et demie, les auteurs Andy Haldane, de la Banque d'Angleterre, et Mark Kruger, de la Banque du Canada, ont mis au point un cadre de résolution des crises financières internationales qui incite tant les créanciers que les débiteurs à faire face à ces crises tout en préservant l'intégrité du système financier international. Ce cadre, fondé sur des principes plutôt que sur des règles, tente de clarifier les rôles et les responsabilités qui incombent respectivement aux secteurs public et privé. Le caractère prévisible des décisions des organismes officiels influe grandement sur les anticipations du secteur privé, et la limitation des crédits octroyés par le Fonds monétaire international favorise nettement cette prévisibilité. L'imposition de telles limites confère au secteur privé un rôle crucial dans la résolution des crises, tout en incitant débiteurs et créanciers à travailler de concert à la recherche de solutions. Axé sur la limitation des crédits officiels, sur la clarté et sur une approche ordonnée, ce cadre peut contribuer à réduire l'incidence des crises financières ainsi que leurs coûts.
Au moyen d'un modèle à correction d'erreurs, les auteurs tentent de quantifier le degré de déséquilibre du parc canadien de logements au cours de la période 1961-2008 à l'échelle nationale et durant la période 1981-2008 à l'échelle provinciale.
La reprise économique est amorcée à l’échelle du globe. Elle est alimentée par l’amélioration soutenue des conditions financières et la croissance plus vigoureuse de la demande intérieure dans de nombreux pays émergents.
Flood, Morin et Kolet examinent l'influence de l'évolution des prix des logements sur les décisions de consommation des ménages dans un groupe d'économies avancées. Ils constatent que la force du lien entre les deux variables dépend des caractéristiques institutionnelles des marchés hypothécaires nationaux.
La persistance de l'inflation, mesurée aussi bien selon l'indice de référence que selon l'indice global des prix à la consommation, a sensiblement baissé au Canada depuis les années 1980. En plus de présenter des estimations actualisées de la persistance de l'inflation, l'article examine les raisons avancées dans la littérature pour expliquer la diminution notée. Il opère une distinction entre le rôle rempli par la politique monétaire, de par son incidence sur les comportements de fixation des prix et des salaires, et l'influence des changements structurels potentiels de l'économie qui ne dépendent pas de la politique monétaire. Les auteurs analysent également les conséquences d'une faible persistance de l'inflation sur la conduite de la politique monétaire, y compris la question du choix de la poursuite d'une cible d'inflation ou d'une cible de niveau des prix.
