Les leçons tirées du recours aux mécanismes exceptionnels d’octroi de liquidités des banques centrales
La récente crise a été caractérisée par une dégradation généralisée des conditions de financement ainsi que par un dysfonctionnement du mécanisme normal de redistribution des liquidités au sein du système financier. Les banques centrales ont réagi par des mesures exceptionnelles. Cet article examine les apports de liquidités des banques centrales durant la crise et comment ces dernières ont adapté leurs outils et en ont créé de nouveaux, tout en veillant à encourager un retour aux sources de financement privées et à contenir l’aléa moral. Une analyse de cette période illustre à quel point il importe que les interventions obéissent à des principes clairement définis, que le cadre opérationnel soit flexible, que les communications des banques centrales soient limpides et que leurs politiques soient coordonnées entre elles. En faisant ressortir le fort degré d’interdépendance des institutions financières et des marchés, la crise a mis en lumière la nécessité de réformes destinées à renforcer l’infrastructure à la base des marchés de financement essentiels et la situation de trésorerie de chacune des institutions. -

La réforme des indices financiers de référence : une perspective internationale
Thomas Thorn et Harri Vikstedt examinent les efforts entrepris à l’échelle internationale et au Canada pour améliorer la gouvernance et l’intégrité des indices financiers de référence. Ils se penchent sur les taux interbancaires de référence, dont ils décrivent le mode d’établissement ainsi que certaines faiblesses connexes mises au jour par la crise financière. Ils décrivent en outre les mesures prises récemment par les autorités pour accroître la robustesse des taux interbancaires de référence mondiaux et canadiens. -
