Une analyse des indicateurs de risque de bilan au sein des institutions financières canadiennes
Cet article examine l’évolution dans plusieurs types d’institution financière au Canada de quatre indicateurs de risque de bilan – les ratios de levier, de fonds propres, de liquidité de l’actif et de financement – au cours des trois dernières décennies. Les changements apportés à la réglementation du secteur bancaire qui pourraient avoir contribué à la dynamique observée y sont aussi décrits. Les auteurs constatent que les divers indicateurs de risque de bilan ont reculé dans la plupart des institutions autres que les six grandes banques, mais qu’ils sont demeurés relativement inchangés dans ces dernières. Ils notent par ailleurs une hétérogénéité croissante de ces indicateurs parmi les institutions financières. Le repli général et l’accentuation de l’hétérogénéité sont survenus dans la foulée de changements d’ordre réglementaire, comme l’entrée en vigueur en 1995 de lignes directrices sur la liquidité de financement et l’imposition aux banques, en 2000, d’exigences individualisées en matière de levier. En resserrant la gestion des risques de bilan, ces règlements ont vraisemblablement contribué à rendre le secteur bancaire plus résilient. -

A Note on Central Counterparties in Repo Markets
L’auteur introduit une contrepartie centrale dans un modèle du marché des pensions. En l’absence de contrepartie centrale, le modèle admet des équilibres multiples. Dans l’un de ceux-ci, les courtiers en obligations et les investisseurs qui disposent de liquidités se rencontrent sur le marché pour conclure ensemble de gré à gré des opérations de pension.
