L’application des tests de résistance au système bancaire canadien : une approche systémique
Les autorités et les entités du secteur financier de par le monde se servent des tests de résistance pour évaluer les effets potentiels des risques pesant sur le système financier. Kartik Anand, Guillaume Bédard-Pagé et Virginie Traclet décrivent différentes méthodes utilisées à cette fin et mettent l’accent sur le Cadre d’évaluation des risques macrofinanciers, ou CERM, le modèle novateur et rigoureux élaboré par la Banque du Canada. Ils présentent aussi les résultats du test de résistance effectué en 2013 pour le Canada dans le cadre du Programme d’évaluation du secteur financier du Fonds monétaire international, et mettent notamment en lumière l’apport considérable du CERM à cet égard. -

La mise en oeuvre de Bâle III : vers un secteur bancaire plus sûr
Éric Chouinard et Graydon Paulin passent en revue les progrès réalisés jusqu’à présent pour mettre en place les nouvelles normes réglementaires mondiales visant le secteur bancaire - le dispositif de Bâle III élaboré par le Comité de Bâle sur le contrôle bancaire. Le rapport expose les avantages nets attendus de l’application de ce cadre ainsi que la difficulté de mesurer de manière cohérente à l’échelle internationale la solidité des fonds propres des banques. Les auteurs examinent comment la mise en œuvre de Bâle III a influé sur le secteur bancaire du Canada et d’autres pays importants et font ressortir la nécessité d’évaluer régulièrement les incidences du dispositif sur le système financier et sur l’ensemble de l’économie. -

Les auteurs montrent qu’en cherchant à limiter leur exposition au risque de refinancement, les banques qui recourent massivement au financement à court terme assurent moins leur fonction de transformation des échéances. Ces banques raccourcissent non seulement la durée de leur portefeuille de prêts, mais aussi celle des prêts nouvellement accordés. -
Banks’ Financial Distress, Lending Supply and Consumption Expenditure
Les auteurs font appel à une stratégie d’identification unique qui établit un lien entre des données d’enquête sur les dépenses de consommation des ménages et des données concernant les institutions financières, afin d’estimer l’incidence des difficultés financières des banques sur le crédit à la consommation et les dépenses de consommation.
