Do Liquidity Proxies Measure Liquidity in Canadian Bond Markets?
Dans cette note analytique, nous déterminons la fiabilité de certaines mesures approximatives de la liquidité sur les marchés obligataires canadiens. Nous constatons que, dans le cas des obligations de référence du gouvernement du Canada, les mesures approximatives de l’incidence sur les prix et de l’écart entre les cours acheteur et vendeur dressent un tableau de l’évolution des conditions de liquidité qui est semblable à celui obtenu à partir de mesures de liquidité plus complètes. -

Donner des assises solides à un système bancaire plus résilient : la mise en place de Bâle III
Les auteures retracent l’élaboration du cadre de normes réglementaires du secteur bancaire dit Bâle III. Elles expliquent en quoi ce dispositif s’appuie sur les deux cadres précédents et répond aux fragilités révélées par la crise financière mondiale. Elles montrent comment l’application des normes favorisera une plus grande stabilité du système financier et fournira une solide assise à la croissance économique. -

Analyse des vulnérabilités des ménages à l’aide de données fines sur les prêts hypothécaires
Les auteurs exploitent des données détaillées sur les prêts hypothécaires à l’habitation dans l’espoir de mieux comprendre les vulnérabilités associées au marché hypothécaire. Ils constatent que la proportion des prêts hypothécaires à faible rapport prêt-valeur est en hausse, tout particulièrement dans les régions où la croissance des prix des propriétés est forte. De surcroît, les destinataires de ces prêts ont une marge de manœuvre limitée en cas de choc défavorable, puisqu’ils ont des niveaux d’endettement élevés par rapport à leurs revenus, et qu’ils ont contracté des emprunts assortis de longues périodes d’amortissement. -
Optimal Interbank Regulation
Les dernières années ont vu renaître un intérêt pour la réglementation des marchés interbancaires. Une revue de la littérature sur ce sujet souligne deux lacunes. D’abord, la plupart des auteurs se basent sur des hypothèses ad hoc quant à l’univers des contrats du marché interbancaire. Par conséquent, il est difficile de tirer des conclusions convaincantes pour la formulation des politiques. -

L’acceptation et l’utilisation des modes de paiement dans les points de vente au Canada
Tous les commerçants acceptent l’argent comptant. Les consommateurs en gardent communément sur eux, mais ont aussi des cartes de débit et de crédit dans leur portefeuille. Les coûts d’utilisation d’un mode de paiement n’ont qu’une faible influence sur le choix des consommateurs au point de vente. L’acheteur peut choisir n’importe quel mode de paiement dans les grands établissements commerciaux, mais seuls les deux tiers des commerçants de petite ou moyenne taille acceptent les cartes de crédit. Entre les cartes de crédit, les cartes de débit et l’argent comptant, ce sont les premières qui représentent le mode de paiement le plus coûteux pour les commerçants. Toutefois, les coûts ne sont pas les seuls éléments à prendre en compte. L’acceptation de la carte de crédit chez les commerçants explique le grand nombre d’utilisateurs de ce mode de paiement. On qualifie d’externalités de réseau cette interaction entre consommateurs et commerçants.

Ce rapport donne une description technique détaillée du Cadre d’évaluation des risques macrofinanciers (CERM) dans sa version actualisée. Cette nouvelle mouture, qui remplace la version présentée dans Gauthier, Souissi et Liu (2014), est le modèle de simulation que la Banque du Canada utilise pour soumettre les établissements bancaires à des tests de résistance, plus particulièrement les banques d’importance systémique nationale. -
The Rise of Non-Regulated Financial Intermediaries in the Housing Sector and its Macroeconomic Implications
À l’aide d’un modèle d’équilibre général dynamique et stochastique, j’analyse l’incidence des prêteurs non réglementés sur le marché hypothécaire. Dans mon modèle, on retrouve deux types d’intermédiaires financiers qui se distinguent sous trois aspects. Tout d’abord, seuls les intermédiaires réglementés sont soumis à des exigences de fonds propres.
